# MFS regulatory status: registration and investigations

**Question.** Was MFS FCA-authorised, and what investigation was announced?

**Answer.** The FCA described MFS as an Annex 1 business registered for money-laundering supervision, rather than a generally authorised firm. It announced an enforcement investigation after the company entered administration.

## The scope of FCA supervision

- Analysis: The FCA’s retained statement says Annex 1 registered firms are supervised for compliance with the Money Laundering, Terrorist Financing and Transfer of Funds Regulations. That registration is not broader FCA authorisation. Directory labels calling a reference number an “FCA licence” do not establish a wider regulatory permission. [s-d166] [s-d232]
  - Qualification: The directory is secondary marketing material; the number was not verified through a substantive retained issuing-register entry. The FCA’s own Annex 1 statement does not establish wider authorisation.
  - Outcome: The retained FCA statement announces an investigation, not an enforcement finding or final sanction.
- Analysis: The regulator announced an enforcement investigation into MFS following its February 2026 administration. The retained statement does not supply a final finding or decision. The administrators’ later reports refer to continuing external investigations, with audit and accounting inquiries explained separately. [s-d166] [s-d69]
  - Qualification: Opening investigations is not a finding of misconduct; the FRC notice expressly limits its scope to named firms and specified individuals.
  - Outcome: The retained FCA statement announces an investigation, not an enforcement finding or final sanction.
